Abstract (Document Summary)
Some local horse owners say the growing number is an unintended consequence of the five-year Congressional ban on horse slaughter instituted in 2006. Real estate in the Southern Tier is affordable, there's plenty of access to trails in the Finger Lakes and Cornell University's College of Veterinary Medicine provides health care alternatives for the equines.
