"Auxiliaries have never been in the subways on such a large, citywide scale," said John Hylande, president of the city Auxiliary Police Benevolent Association. "The Police Department has assigned auxiliaries to the subways here and there, but that was years ago and certainly not on a citywide scale.

NYPD brass downplayed the plan as a simple expansion of existing auxiliary coverage of the subways, while Patrolmen's Benevolent Association and MTA officials were completely unaware of it.

The Auxiliary Police Transit Program was established in a July 21 directive written by Deputy Inspector Angelo Maroulis, commanding officer of the NYPD's Auxiliary Police Section.
