WASHINGTON - Sexgate prober Ken Starr's bombshell report charges that President Clinton lied under oath and orchestrated a criminal cover-up to hide his lurid and kinky affair with Monica Lewinsky.

Starr's report said there were 11 possible grounds for impeachment, from lying under oath to obstructing justice when Clinton helped Lewinsky get a job in New York at a time when she would have been a witness harmful to him were she to tell the truth in the ^Paula_ Jones case.

Starr accused Clinton of witness tampering by attempting to corruptly influence the testimony of his personal secretary, Betty Currie, whom Clinton allegedly used to facilitate his Oval Office trysts with Lewinsky.
