POLICE PANEL EMPTY - MAYOR YET TO REPLACE CORRUPTION WATCHDOGS

A mayoral commission set up to battle corruption in the NYPD has been operating without the five-member board that directs its operations - and hasn't issued a single report - since Mayor Bloomberg took over City Hall, The Post has learned. The commission's duties include working closely with the NYPD's Internal Affairs Bureau and monitoring allegations of corruption, brutality and misconduct as well as examining various aspects of police work that involve the use of firearms, alcohol and domestic violence. [Thomas Reppetto] said he believes the primary responsibility for deterring police wrongdoing and corruption remains with the NYPD's IAB division and Police Commissioner Ray Kelly, who he said deserve "high marks."
