Russia stated that no Security Council resolution ever approved the overthrow of Iraq's government, contradicting U.S. claims that previous resolutions authorized an attack if the Security Council found Iraq in material breach, which it did.

[John D. Negroponte] seemed to dismiss [Hans Blix]'s presentation of a program of work to resolve 12 disarmament tasks. He said the UN should focus on the humanitarian needs that would follow the U.S.-led attack and that the United States would play a large role in the cleanup.
