Although the unions have refused to concede they staged a rulebook slowdown, the LIRR feels the evidence of a slowdown is clear and has refused to pay overtime to any worker who claimed it for April 14 and 15.
The question is headed for arbitration, but at least one group already has made its decision. The Long Island Rail Road Commuter's Council yesterday gave the unions its first Golden Fleece Award - patterned after thosegiven by Sen. William Proxmire (D-Wis.) - for making the overtime claims.
