The Desert Sun The California Department of Transportation apologized to drivers this afternoon for the "lengthy traffic delays" Sunday on westbound Interstate 10. A breakdown at the concrete plant that was providing material for the project, along with poor communication between various departments led to the epic, 25-mile-long backup in the westbound lanes of the freeway from Banning to Palm Springs.
