Abstract (Document Summary)
Kelly Anders, a policy analyst with the National Conference of State Legislatures in Denver, said she knew of no other states that did not have a law against prostitution. The Jefferson County prostitution ban must be approved by constitutional amendment because the state Constitution prohibits the Legislature from passing criminal laws that apply only to one county.
