As a self-funded entity, the APA is subject to the same possibility of corruption as police under a quota to write a certain number of traffic tickets. Such police quotas have been ruled illegal by the courts but the APA goes unchallenged. If the APA doesn't write enough tickets, it lacks enough money to fund itself. This is too strong an incentive to write tickets.
