All Medicare recipients are eligible. Lower-income beneficiaries - - individuals with an income of $12,569 or less, and couples with an income of $16,862 or less -- will receive a $600 credit toward prescriptions. Medicare also will cover the $30 enrollment fee for people in the low-income category.
