Owner Adam Devlin said the residents and their families requested the hearing through their attorney. But a legal advertisement for the hearing lists Devlin and his companies, New Vitae Inc. and Mount Trexler Manor Inc., as the applicants.

The supervisors in 1998 upheld their zoning officer's order that Mount Trexler stop those services. That ruling was upheld by Lehigh County Judge Lawrence J. Brenner in 2003, and Brenner's decision and his accompanying cease-and-desist order were upheld this year by a three-judge Commonwealth Court panel.

Devlin attributed the complaints to a few neighbors and parents of schoolchildren. He said the complaints from the school increased when the income levels of the students' families increased. He said the number of complaints dropped after he put a security guard at the entrance to Mount Trexler about three years ago.
