"I think council is pretty close to unanimous, if not unanimous, about removing the meters from Brodhead," said Councilman Jim Gregory. At least that was the message Gregory said he thought council sent to the Bethlehem Parking Authority when it voted to abolish a special permit parking program May 19 for Lehigh University in South Bethlehem. Part of the problem may rest with the convoluted division of powers over setting rates for meters, hourly parking and regulation and enforcement.
