In 1959, the final races were held on the island (although another was tried in 1963), so it's easy to see where a car dealer and businessman would get the idea of building a road course of his own, considering the success of the one that folded. The infrastructure just wasn't race ready anymore with its narrow roads, tight corners, lack of crowd control, increased speeds and tough logistics just to get fans and cars to the island.
