After 36 years at Livingston County Community Mental Health Services, including 26 years as its director, Miller feels good about the program he's leaving behind. In the 1980s, he said, Livingston and other counties agreed to take over their mental health services for all of their residents, which meant residents housed in state hospitals were transferred back to the county for care and management.
