The Egged No. 37 bus had stopped in the hilltop neighborhood Carmelia at 2:17 p.m., opening its doors to let people exit. The bus was packed with students from nearby Haifa University.

It was the first attack in Haifa in 11 months - since a bus bombing last April that killed eight people. Haifa, a mixed city known for Jewish-Arab coexistence, has been hit by several suicide bombings before, including a bus bombing that killed 15 in December 2001, and a bombing in a restaurant that killed 15 a year ago.
