Abstract (Document Summary)

[Muhammad Dahlan]'s outspoken criticism of [Yasser Arafat] has led many Palestinians into believing that he is part of a wider conspiracy orchestrated by the US and Israel to replace Arafat. PA National Security Adviser Jibril Rajoub recently told a Saudi newspaper that Dahlan was an Israeli "collaborator."

In some cases, top PA officials who spoke out against Dahlan have been dealt with in a very tough manner. Earlier this year, when Dahlan learned that Ghazi Jabali, the ousted PA Civil Police Chief, had branded him an agent of the CIA and Mossad, he dispatched a group of armed men to teach Jabali an unforgettable lesson. The attackers, who killed one of Jabali's bodyguards and wounded 10 others, belonged to the Preventive Security Service in the Gaza Strip, which was founded by Dahlan and headed by him between 1994 and 2003.

This does not necessarily mean that Dahlan sent the men to abduct the two. But what is evident is that the anti-corruption drive in the West Bank and Gaza Strip is gaining momentum. As one Palestinian editor in Gaza City said on Saturday night, "The people are simply fed up with corruption and they want to see real changes." He said many in the Gaza Strip believe that Dahlan is waging a war against the PA leadership. "I see Dahlan's fingerprints all over the place," he added.
