"Palestinian Authority Chairman Yasser Arafat gave the green light to the radical organizations to carry out attacks," OC Intelligence Maj.-Gen. Moshe Ya'alon said yesterday. Furthermore, Ya'alon added, Palestinian Preventive Security (PPS) chief Jibril Rajoub organized the riots that took place in Hebron over the past few days. This is no coincidence, he said, but rather the result of action taken by Arafat and the heads of the PPS. "Today there is no conflict between the PA and Hamas," said Ya'alon. Palestinian Authority Attorney-General Khalid Qidrah said there is a warrant out for Makadmeh's arrest for incitement, Itim reported. Maj.-Gen. Ya'alon accused Rajoub and [Fatah] activists under him of leading the earlier riots in Hebron. Rajoub himself met yesterday with Internal Security Minister Avigdor Kahalani and reasserted that the police had done everything it could, despite Israel's "crazy policies."
