A hate crime is defined as a "criminal offense against a person or property motivated in whole or in part by an offender's bias against a race, religion, disability, ethnic origin or sexual orientation," according to federal code. 'Snap shot' Nella Van Dyke, an associate professor and hate crime expert at University of California-Merced, cautioned using the FBI report as absolute data on hate crimes.
