According to the arrest report, Madison County Sheriff's Deputy Paul Capps saw a small fire in a field near the intersection of Windy City Road and McClellan Road at about 9:15 p.m. "Upon approach of the fire I then observed several male subjects standing around a small campfire holding alcoholic beverages," Capps wrote.
