As the author writes this, there are weeks to go before the European Commission (EC) publishes recommendations for copyright reform across the European Union. With all kinds of wish lists landing in the EC's inbox, it will likely need the judgment skills of Solomon to formulate policies that are acceptable to competing interests. For instance, two bodies representing European libraries, European Bureau of Library, Information and Documentation Associations (EBLIDA) and Association of European Research Libraries, have sent lengthy lists of suggestions to the EC. EBLIDA director Vincent Bonnet says the current copyright rules as they apply to Internet-based content have resulted in a "fragmented copyright landscape and a patchwork of legislation throughout the continent.
