The budget passed by the US Congress in January -- the FY 2014 Omnibus Appropriations Bill -- contained a provision that will make roughly half of all taxpayer-funded research freely available to the taxpayers themselves. It's hard to justify withholding research results from those who have paid for it. Keeping track of this stuff could easily turn into a bureaucratic nightmare. The more scholarly research that is made available to the public, the more assistance the public will need in understanding it. Librarians can help, which is why those who don't already have a good working knowledge of how to read and evaluate a research study need to educate themselves.
