Doyle et al analyze how closely educational institutions follow state policy when they award institutional aid-the aid over which they have discretion. They found out that campuses appear to reinforce state policy when distributing their own institutional aid, instead of using the opportunity to express different values and rather than compensating for the state programs that appear unbalanced, they see what looks like institutional compliance.
