Swann suggested buyers in Brevard may have slowed their buying decisions in February because they thought lawmakers in Washington would extend a tax credit for first-time home buyers, which is set to expire in April. Since they now know that's not going to happen, and because they realize that interest rates will have to go up at some point, it's causing a flurry of activity now that will show up in the March and April figures, she said.
