Strict rules These are some of major aspects of Vande Zande's proposal specific to pit bulls: * Would require pit bull owners to prove a minimum of $300,000 of public liability insurance in a single incident (to cover injury). * Would require pit bulls outdoors to be kept on a leash no longer than 4 feet. * Would require pit bulls outdoors to be muzzled with a device that would keep a dog from biting a person or other animal. * Would prohibit pit bulls from being kept on a chain or rope unless a person was in physical control of it; pit bulls could not be outside unleashed in a fenced yard; they could not be tied to a porch, house, tree or other structure -- with the exception of a locked kennel. * Would require owners of pit bulls to register the dog with the City Clerk's Office and provide two color photographs of each dog sufficient to show its color and size. * Would require prominent signs with the words "Beware of Dog" on a home and on any kennels * Would require owners of pit bulls to report the death, sale or transfer of their pets to another address.
