A five-year plan is in place to revitalize the urban core, eliminate blight, increase special events and lure retail, restaurants and entertainment to the riverfront where construction of a new amphitheater is under way. Workers are in the process of gutting the vacant Journal News building, which was abandoned when the city's newspaper recently moved to suburban Liberty Township.
