Abstract (Document Summary)
The more far-reaching changes, which are sure to prompt some protests, include merging Schiel Primary School for Arts Enrichment and the School for Creative and Performing Arts into a kindergarten-through-12th-grade school in Over-the-Rhine and converting Withrow High School into a K-12 "International Academy." After a decade of minimal maintenance and emergency repairs, administrators finally are able to make dramatic improvements after borrowing against $200 million Cincinnati and Hamilton County officials have pledged during the next 20 years to fix school buildings.
