Authorities determined through an internal affairs investigation launched Jan. 4 that Fowler violated at least four separate city and department policies, including policies concerning the falsification of work-related documents, using a position for personal gain, demonstrating lack of integrity and behaving in a way that reflects poorly on the city and department, according to an internal affairs document also signed by Hudgens.
