LOUIS Rising above the muddy Mississippi River at the eastern edge of the downtown area of this 200-year-old city, two gleaming fingers of stainless steel curve gracefully upward toward each other, one 290 feet high, the other 267 feet. If all goes as planned, they will meet early next year, 630 feet above the river bank, forming the Gateway Arch, which is to be the main feature of the Jefferson National Expansion Memorial, commemorating the Louisiana Purchase and the country's subsequent expansion westward. |
