| ST. LOUIS--A small man carrying a suitcase stopped on a sidewalk here not long ago, local storytellers claim, and looked up attentively at workmen near the top of the imposing, 630-foot stainless-steel Gateway Arch. His earnestness attracted a small crowd of fellow lookers. When a good number had gathered, he opened his suitcase--and sold two dozen pairs of binoculars at $4 each. |
