WASHINGTON, D. C., Nov. 25--Surgeon-General P. M. Rixey of the navy has so high an opinion of the hospital ship Relief as an adjunct to the battleship fleet on its long cruise that he is asking for two more such ships to form a nucleus of a floating hospital base in case of war.
