Abstract (Document Summary)
President Clinton today will call for an expansion in Medicare coverage, setting off the sixth battle in little more that a decade over the cost and size of federal health programs. If past experience is any guide, the larger the president's proposal, the more opposition it will generate. By any measure, the new proposal to cover prescription drugs -- part of a plan to revamp Medicare -- will be substantial. The proposal likely will produce winners and losers, said William Custer, a health care expert at Georgia State University. The clear winners: those with no prescription drug coverage now. The possible losers: those who already have private drug benefits that they could lose and drug manufacturers who could find the government demanding price cuts for pharmaceuticals.
