[Jody Newman], a West Hartford native, thought [Ella T. Grasso] set a tone that made it easier for women to succeed in the state. "Her example encouraged others to try," Newman said.

In Congress, for instance, the state's three female House incumbents -- Reps. Barbara B. Kennelly, D-1st District; Nancy L. Johnson, R- 6th District; and [Rosa L. DeLauro] -- have won 15 races without a loss since January 1982, when Kennelly first won her seat in a special election.

"Our political system is tremendously biased in favor of incumbents," said Newman, "and most incumbents are men. Incumbents are extremely difficult for anyone, man or woman, to defeat."
