Iraq almost certainly possesses chemical and biological weapons and will likely develop nuclear capabilities in a few years. [Saddam Hussein] has used weapons of mass destruction against both his own people and other states. He has invaded two neighboring countries, launched missiles at Israel and Saudi Arabia, attempted to assassinate former President George Bush and harbored and aided terrorists.
