[Jim Wipper], who called [Kevin Smith] disgruntled, admitted using county- owned vehicles to move some bodies between the coroner's office and Lakes Crematory in Lake Villa. Wipper characterized it as a trade- off for the non-reimbursed expenses he incurs while acting as coroner, which he describes as a 24 hour-a-day job.
