A compromise plan to redraw city ward boundaries, giving Hispanics majority strength in the 22d, 25th, 26th and 31st Wards and blacks majority strength in the 37th Ward, was formally presented Thursday to U.S. District Judge Charles Norgle.

William Harte, lawyer for 24 of the majority bloc aldermen; Judson Miner, lawyer for black plaintiffs; and Ray Romero, lawyer for Hispanic plaintiffs, all told Norgle the final version closely resembled maps they had advocated for their clients.

Richard Troy, a lawyer representing a group of 26th Ward residents, said he would present objections to the compromise at the Monday hearing. Troy is believed also to be representing silently the interests of the ward's Democratic committeeman, Matthew Biezczat, Troy's father-in-law, who would wind up in the 32d Ward under the plan. The ward's alderman, Michael Nardulli, also would be in the 32d Ward.
