Bad English single, `Smile,' holds on to the No. 1 spot

It was not a week for fireworks at the top of this week's charts, with repeat champions on most major lists. On the pop singles list, Bad English held on for a second week at No. 1 with "When I See You Smile" despite a challenge from Milli Vanilli's fast-rising "Blame It on the Rain," which in the last two weeks has moved all the way from No. 12 to No. 2 and probably will grab the No. 1 spot next week. In the album rankings, Janet Jackson's "Rhythm Nation 1814" scored a fourth straight week as champ of the LP list and Billy Joel's "Storm Front" repeated as No. 1 among compact discs.
