Under the new strategy, every state must develop a bioterrorism plan that would include smallpox response teams, including doctors, law-enforcement personnel, lab workers and others, who would be the first called to the scene should a smallpox case be detected. Staff at hospitals designated to handle smallpox cases also would receive the vaccine. Those vaccinations could begin as early as October, officials said.
