Seeking to make his budget more family-friendly and address the problems of uninsured Americans, President Clinton proposed Thursday spending $18.4 billion to extend health coverage to more children. Some 10 million of the nation's children don't have insurance, even though their parents are employed. The White House proposal would extend coverage to half of them over the next five years. To help balance the budget, the administration's spending blueprint seeks significant reductions in the major federal health-care programs, Medicare and Medicaid.
