Abstract (Document Summary)
Most experts term this as a substantial increase. * At higher altitudes, the F-35's noise increase would not "substantially affect land use status, management, or recreation." * "Persons recreating in special land use areas, such as White Mountain National Park, may consider additional noise especially intrusive." * The F-35 would release fewer atmospheric pollutants, and require fewer polluting chemicals to maintain. * The Burlington area would remain "in attainment for all federal and state air quality standards" with the F-35 based here. * Staffing levels at the Vermont base would remain level with the bed-down of 18 F-35s; an increase to 24 planes would raise staffing levels by 24 percent. * Basing the planes in Vermont would incur lower construction costs than in Utah.
