RATINGS TIME: NBC is loving the Bulls-Knicks war that gets untied tonight (Chs. 4 and 10, 9 p.m.). Monday's 29-market Nielsen hit 13.4 - a four-point improvement over Bulls-Cavaliers a year ago. All three NBA-on-NBC weekend matinees had improved numbers. The Indy 500 dropped from 10.0 to 8.6 despite superb ABC production. The race just couldn't compare with 1992's thriller. TNT's 36 NBA playoffs rose 17 percent (3.5), reaching 2.1 million homes.
