On Saturday, BU will provide five specialists for a daylong session to answer panelists' questions. The panel will then try to craft policy recommendations reflecting their concerns as newly informed citizens.

The citizens panel is a tool with broad possibilities and "is applicable to a lot of issues we're going to be grappling with, where the answers just aren't clear," said panelist Judy Baker of Dorchester, a human-resources director at a nonprofit. Other panelists included a truck driver and a youth detention worker.
