Abstract (Document Summary)

[S. Theodore Merritt], along with [Kimberly McAllister], soon targeted Conley. In internal police reports, Conley described seeing a suspect run to and climb over a fence. He described how he then chased and caught the suspect. After testifying before a federal grand jury in 1997 that he had not seen [Michael Cox] or Cox's beating, Conley was indicted. Merritt and the FBI began building a case around the proposition that Conley had to have seen Cox.
