Police supporters and critics alike said Mayor [Ray Flynn] has to put aside his friendships with Police Commissioner Francis M. Roache and police legal adviser James F. Hart, an early financial backer of Flynn's political career, to restore the beleaguered department's credibility with the public.
[Edward Doherty] said Flynn should treat the Police Department the way he treats the School Department and be as hard on Roache as he has been on past superintendents.
Doherty noted that no nationwide search was conducted before Roache was named commissioner in 1985. "It was turning to a friend he trusted, someone who had no more leadership than as a lieutenant commanding a dozen people," Doherty said.
