[DUKAKIS], makes it virtually certain that the state will become the 15th in the nation with some form of seat belt requirement. Both legislative measures call for all automobile drivers and passengers to wear seat belts or face a $15 fine.
Dukakis said last night he expects a seat belt law on his desk soon and termed the bill a lifesaver. He said that "150 people are going to be alive this coming year because of this bill. "
Dukakis personally spoke to at least a dozen senators over past weeks while his staff took to the halls to buttonhole senators outside the Senate lobby. Passage also raises Dukakis' legislative batting average after a slump.
