Dukakis said last night he expects a seat belt law on his desk soon and termed the bill a lifesaver. He said that "150 people are going to be alive this coming year because of this bill. "
Dukakis personally spoke to at least a dozen senators over past weeks while his staff took to the halls to buttonhole senators outside the Senate lobby. Passage also raises Dukakis' legislative batting average after a slump.
