Boston City Councilman Frederick C. Langone declared his candidacy yesterday for mayor of Boston, charging Mayor Kevin H. White with fiscal mismanagment and failing to represent the interests of all Boston residents.

Langone criticized what he called the "wise guy, suave media," for failing to take his mayoral candidacy seriously. Denying reports that his mayoral campaign is a publicity run, Langone said that he will not seek another City Council term.

Langone took the stage after a local singer crooned, "You Light Up My Life," and comedian Norm Crosby, a Dorchester native, presented a routine sprinkled with the malapropisms he is famous for - thanking the crowd that stood to applaud him for the "standing ovulation."
