[Eugene C. Brune] contends the employees are necessary. "When I first took office in this city our books were 18 months behind," he said. Under the threat of having the city's bond rating suspended, Brune said he was advised to bring the books up to date with outside help.
Brune said two of the workers [Michael E. Capuano] referred to are employed by Warner Cable, which operates the city's cable TV system. The third is employed by the city's Community Development office to dispense information on the office's programs, Brune said.
Brune said that when the former chief retired about a year ago, there were not enough captains in the Police Department who wanted take a civil service test to find a replacement, so Brune appointed one of the captains as acting chief.
