[John Cogliano], 41, was promoted yesterday by Governor Mitt Romney to replace Daniel A. Grabauskas, who resigned last month to seek the job of MBTA general manager. Romney did not name a replacement for Cogliano, who will also serve as interim highway commissioner until a successor is named, said Romney spokesman Felix Browne.

Details of his salary have yet to be worked out. Cogliano made about $106,000 a year as MassHighway commissioner and Grabauskas made about $113,000 annually as transportation secretary. Cogliano, who lives in Foxborough, earned undergraduate degrees in economics and political science from Boston College and studied administration and management at Harvard University.

As highway commissioner, Cogliano also oversaw design and groundbreaking for the Sagamore Rotary reconfiguration, one of a handful of new road construction projects Romney pledged to build to relieve summertime traffic jams headed to and from Cape Cod.
