[Raymond L. Flynn] confirmed yesterday that he will swear in [Francis M. Roache] at 11 a.m. at John Hancock Hall, located across the street from police headquarters. Roache, 48, a South Boston native who has lived in Quincy for a number of years, is house- hunting in Dorchester.

Other changes already made by Roache include the naming of Peter M. Welsh, 33, of Jamaica Plain, as first civilian head of the department's Bureau of Administrative Services; the transfer of Supt. James J. MacDonald, 63, of South Boston, from commander of the South Zone to chief of the Bureau of Field Services; the naming of Deputy Supt. Paul F. Evans, 35, of South Boston as assistant chief of Field Services under MacDonald; and the demotion of former Supt. William R. Celester, 41, of Dorchester, to deputy superintendent and his transfer from night commander of Field Services to day commander of Area B (Roxbury-Mattapan).

Meanwhile, four superintendents have resigned since Roache replaced [Joseph M. Jordan]. They are Francis J. Coleman as superintendent-in- chief, John F. Geagan as chief of Field Services, Anthony J. DiNatale as chief of the Bureau of Investigative Services, and Anthony J. Leone as commanding officer of the city's North Zone.
