House and Senate negotiators yesterday unanimously endorsed a bill to limit the ability of special interest groups to try to influence Beacon Hill decision-making through gifts and campaign contributions, but broke along partisan lines to reject adding a provision to curb the money-raising clout of incumbents.
Sen. Richard Tisei (R-Wakefield) attempted to persuade fellow members of the conference committee to adopt the so-called war chest provision, intended to limit the amount of campaign funds candidates could raise and roll over from one year to the next.
