Former Olympic figure skater Nancy Kerrigan, in her most extensive comments to date on the death of her father, vowed yesterday to help her brother fight criminal charges in connection with his death and criticized a homicide ruling as unjustified. Mark Kerrigan, an Army veteran, has a history of mental illness and has been diagnosed with post-traumatic stress disorder, according to his previous lawyer.
